Xizang records significant progress in public welfare improvement

Karma Tsetan, chairman of the Xizang autonomous region, announced at the fourth session of the 12th Xizang Autonomous Regional People's Congress that government investment in 10 major public welfare projects during the 14th Five-Year Plan period (2021-25) exceeded 1 trillion yuan ($143.87 billion).

Per capita disposable income for urban residents rose from 46,503 yuan to 58,794 yuan between 2021 and 2025, while that for rural residents increased from 16,935 yuan to 23,184 yuan.

Per capita disposable income for urban residents reached 104.1 percent of the national average, up 1.8 percentage points from the previous year, while rural residents' income reached 94.8 percent of the national average, up 1.5 percentage points, further narrowing the gap with the national average.

According to the government work report, Xizang raised basic pension standards for urban and rural residents five times over the past five years and increased urban-rural minimum living allowances four times. Support under the "three guarantees" policy (meals, accommodation, and basic learning materials) for education was also expanded.

The region maintained the highest per capita subsidy for basic public health services nationwide, recorded one of the lowest urban unemployment rates, and achieved full winter heating coverage in all townships and in farming and pastoral areas at elevations above 5,000 meters.
